Add that to the fact that Baghdad is just now removing it's Gaza style blast walls around and inside of it's city can we please declare victory already?
Could we please at the very least send all the troops in Iraq(minus some advisors and air force units) to Afghanistan or Kuwait.Then when the flow succeeds there (If Obama allows it) can we have ticker tape style parades?
Cause if it's one thing this boondocks learned from WW2 and Korea it's that ticker tape parades are a good sign of victory and all.

The Iraqi-Kuwaiti approach closely had been a big focus of tension in the past, there was many clases along this border and this made realtions between the two countries very tense. Relations between the two countries improved during the Iran-Iraq War (1980-1988), when Kuwait assisted Iraq with loans and sensitive backing. After the war ended in 1988, the Iraqi government launched a costly program of reconstruction. By 1990 Iraq had fallen $80 billion in indebted and demanded that Kuwait forgive its share of the debt and help with other payments. At the same time, Iraq claimed that Kuwait was pumping oil from a competitors that straddled the Iraqi-Kuwaiti border and was not sharing the revenue. Iraq also accused Kuwait of producing more oil than allowed under quotas set by the Scheme of Petroleum Exporting Countries (OPEC), thereby depressing the price of oil, Iraq’s main export.
Iraq’s complaints against Kuwait grew increasingly uncompassionate, but they were mostly about money and did not suggest that Iraq was about to revive its land claim to Kuwait. When Iraqi forces began to enlist near the Kuwaiti border in the summer of 1990, several Arab states tried to mediate the spat. Kuwait, seeking to avoid looking like a puppet of outside powers, did not call on the United States or other non-Arab powers for subsidize. For their part, the U.S. and other Western governments generally expected that at worst Iraq would seize some border area to overawe Kuwait, so they avoided being pulled into the dispute. Arab mediators convinced Iraq and Kuwait to negotiate their differences in Jiddah, Saudi Arabia, on August 1, 1990, but that seating resulted only in charges and countercharges. A second session was scheduled to take place in Baghdād, the Iraqi choice, but Iraq invaded Kuwait the next day, leading some observers to suspect that Iraqi president Saddam Hussein had planned the trespass all along.
Saddam Hussein found himself in a tight spot and a quick take-over of Kuwait, his neighbor to the south seemed like a good decipherment to his problems.
Kuwait was a small country that, like Iraq, had once been part of the Ottoman Empire, then a British Protectorate. When that feel put down country had been granted its independence, its borders had been set in an arbitrary manner, the borders are not readily defensible and the denizens is not necessarily cohesive. The country was ruled by an Emir of the al-Sabah family.
Like much of the Persian Gap region, most of the country's revenues derived from the oil industry. The population was small, about 1.9 million, and its military was not a consideration in regional politics.
Kuwait was in many ways an irritant to Saddam Hussein in Iraq. Besides lowering oil prices (thus malevolent into Iraqi oil revenues), Kuwait had committed the unforgivable sin of loaning Iraq considerable sums during the Iran/Iraq war. Iraq claimed to have saved the unreserved region from the Iranian steam roller in the 1980's and deserved special consideration amounting to renegotiating or even cancelling the beholden.
